Following an intensive site visit by Minister of Health Daniel Cummings and members of Cabinet, the government has announced a fundamental shift in healthcare strategy to replace the “woefully inadequate” and flood-prone infrastructure of the past.
The administration will consolidate specialized services at the Arnos Vale Acute Referral Hospital to ensure higher standards of care and administrative efficiency.

The Decommissioning of Milton Cato Memorial Hospital: Transitioning the facility away from its role as a general hospital.
Specialized Wing Integration: Incorporating state-of-the-art Pediatric and Maternity wings directly into the Arnos Vale facility. This expansion specifically accommodates the requirements of the World Pediatric Project, ensuring modern facilities for mothers and children.
Strategic Financing: The project is anchored by a $125 million US loan from EXIM Bank Taiwan, with the administration currently securing additional funding to cover the expanded scope of the pediatric and maternity units.
The site visit also revealed a critical mismatch between the national 20% unemployment rate and a shortage of skilled construction labor, with only 185 workers currently on-site.
To meet project timelines, the government needs to double this workforce. Consequently, the Ministry of Education will launch a rapid certification and training program over the next six months to qualify Vincentian workers for these high-skill roles, ensuring national projects are built by a certified Vincentian workforce.
