Honorable Saboto Caesar, Minister of Agriculture for St. Vincent and the Grenadines, extends heartfelt congratulations to Muhammad Ibrahim of Guyana on his appointment as the new Director General of the Inter-American Institute for Cooperation on Agriculture (IICA).
