St. Kitts Enlists Regional Expert for Medicinal Cannabis Banking Framework
The Federation of Saint Kitts and Nevis has secured the expertise of Saboto Caesar to assist in the development of a comprehensive banking framework for its medicinal cannabis industry.
Caesar, a former Minister of Agriculture in St. Vincent and the Grenadines, is widely recognized for his success in establishing the cannabis wellness industry in his home country.
Nadiv Mills, the Chief Executive Officer of the St. Kitts and Nevis Medicinal Cannabis Authority, announced that Mr. Caesar was instrumental in creating the banking framework for St. Vincent’s medicinal cannabis sector.
This experience is expected to be vital as he helps Saint Kitts and Nevis design its own financial solutions and regulatory structures. Mr. Caesar is scheduled to arrive in the Federation on July 19, 2026, for a five-day visit.
During his stay, the regional expert will engage with representatives from various financial institutions to address the unique challenges involved in providing banking services to the medicinal cannabis market.
He will also share best practices from St. Vincent and the Grenadines, which recently became the first member of the Organisation of Eastern Caribbean States to export medicinal cannabis to Germany.
A key component of this initiative is the introduction of a new track and trace system to local financial stakeholders. This seed-to-sale technology is designed to monitor all transactions within the industry, providing a transparent supply chain that supports regulatory compliance and strengthens overall operations.
This framework aims to provide the necessary security and transparency required for banks to confidently engage with the new industry.
