In a significant move toward modernizing national trade, the Government of St. Vincent and the Grenadines has successfully validated the draft VSWIFT Bill and Regulations. The validation, which took place on July 31, 2026, establishes the legal and operational framework for the Vincy Single Window for Trade (VSWIFT).
The Draft VSWIFT Legislative Validation Workshop convened government representatives, trade stakeholders, and technical partners to review the proposed legislation. This framework is designed to support the future implementation and governance of the VSWIFT platform, which aims to streamline trade-related processes and reduce administrative barriers.
Developed under the Caribbean Digital Transformation Project (CARDTP), VSWIFT is expected to transform interactions between businesses and government agencies. Winston George, CARDTP Project Coordinator, emphasized that the outputs from this validation session are “critical to the implementation of the VSWIFT”.
Tira Greene, Team Lead at IOS Partners, explained that the legislative approach ensures that existing laws remain intact while the new bill provides a “digital effect” to those laws. The accompanying regulations are intended to provide clear, common procedures for operational delivery.
Beyond legal compliance, the project focuses on practical usability. Donna Esposito, a Policy Specialist at IOS Partners, noted that the regulations are designed to make VSWIFT “usable in practice and clear enough for users, workable for agencies, and auditable for government”.
The implementation of VSWIFT is also a strategic move to improve national competitiveness. Legal Specialist Nicole Garraway-Forsyth highlighted the broader economic benefits, stating the goal is to “reduce duplication” and “reduce wastage in terms of resources” to save both time and money for the state.
The feedback gathered during the workshop will be used to further refine the draft legislation as CARDTP moves toward full implementation. This initiative reflects the government’s ongoing commitment to leveraging digital solutions to bolster public services and support economic development.
