Port Elizabeth, Bequia– Police have arrested and charged Elton Williams, 44 years old Labourer of Lower Bay Bequia/ Park Hill.
Reports are Willaims was arrested for having Unlawful Sexual Intercourse with a Mental Defective.
According to the medical journal, a mental defective is a person who has been determined by a court, or other lawful authority of having subnormal intelligence or mental illness.
(1) Is a danger to him- or herself, or to others; or
(2) Lacks the mental capacity to contract or manage his or her own affairs.
The incident occurred on Sunday 15th Apri,l 2018, about 9:15 am.
