The Heads of State and Government of Latin America and the Caribbean, on the VIII Summit of the Community of Latin American and Caribbean States (CELAC), held on March 1, 2024 in Kingstown, Saint Vincent & the Grenadines:
Reiterate their firmest support for the legitimate rights of the Argentine Republic in the sovereignty dispute over the Malvinas, South Georgia and the South Sandwich Islands and the surrounding maritime areas, as well as the permanent interest of the countries of the region for the resumption of negotiations between the Governments of the Argentine Republic and the United Kingdom of Great Britain and Northern Ireland in order to find, as soon as possible, a peaceful and definitive solution to the said dispute, in accordance with resolution 2065 (XX) of the United Nations General Assembly and other relevant resolutions, including those of the Organization of American States (OAS), and as stated in the previous Declarations of the Rio Group and the Summit of Latin America and Caribbean (CALC), in particular the Unity Summit, held in the Riviera Maya, Mexico, on February 23, 2010, which are part of the historical heritage of the CELAC.
Entrust the Pro Tempore Presidency to request the Secretary General of the United Nations to renew his efforts in fulfilling the Good Offices mission entrusted to him by the General Assembly through successive resolutions, so that negotiations may be resumed with a view to finding as soon as possible a peaceful solution to the aforementioned dispute, and that periodic updates on the progress made, be provided in the fulfillment of this mission.
Reiterate the importance of observing the provisions of Resolution 31/49 of the United Nations General Assembly, which calls upon both parties to refrain from adopting decisions that entail the introduction of unilateral modifications to the situation, while the Malvinas Islands, South Georgia and the South Sandwich Islands and the surrounding maritime areas are subject to the process recommended by the General Assembly.
Highlight the permanent constructive attitude and willingness of the Argentine Government to reach, through negotiations, a peaceful and definitive solution to this anachronistic colonial situation on American soil, which will make it possible to find a solution to the sovereignty dispute.
