As excavation activities continue at the mouth of the Wallilabou River in Roseau Valley, North Leeward, growing questions are being raised about the true purpose of the operation and whether public resources are being deployed primarily for the benefit of a private developer.
Large quantities of sand and aggregate material are currently being extracted from the beachfront and loaded onto the M.V. Jefferson, a vessel reportedly seen transporting the material to Canouan. While neither the Government nor BRAGSA has publicly provided a detailed explanation of the project’s objectives, allegations persist that the material is destined for use in the expansion of a billionaire-owned golf course development.
The issue is not merely where the material is going. Rather, it concerns whether a government agency is effectively conducting a large-scale mining operation on behalf of a private investor and, if so, under what terms and conditions.
The public has a legitimate right to know whether the operation is being undertaken in the national interest or primarily to satisfy the needs of a private development project.If a private developer requires aggregate material for a commercial venture, questions naturally arise regarding the financial arrangements involved.
Is the developer paying market value for the material? Is the State receiving royalties or other compensation? What environmental safeguards are in place? What benefits will accrue to the people of Saint Vincent and the Grenadines? To date, few answers have been forthcoming.
Additional concerns have emerged from allegations that much of the heavy equipment being used at the site was purchased by the developer and made available for the operation.If these claims are true, the public deserves clarity regarding the relationship between the developer, BRAGSA, and the Government.
Such arrangements are not necessarily improper, but transparency is essential whenever public agencies and private interests become intertwined. The absence of official information has created an environment in which speculation flourishes and public confidence is undermined.
