SECOND MAN CHARGED IN CONNECTION WITH MURDER OF TROY CASLEY
The Royal Saint Vincent and the Grenadines Police Force (RSVGPF) has recorded a further development in its ongoing investigation into the fatal shooting of Troy Casley, 34, a Saint Lucian national, at Great House, Lowmans Leeward, on June 23, 2026.
On Monday, August 24, 2026, police arrested and charged Jarell Phillips, 24, of Redemption Sharpes, with the murder of Troy Casley and two counts of attempted murder arising from the same incident.
The murder charge alleges that Phillips, with malice aforethought, unlawfully caused the death of Mr. Casley.
The two attempted murder charges allege that Phillips, with intent to commit murder, carried out acts beyond mere preparation towards the commission of that offence.
The charges stem from an incident at Great House, Lowmans Leeward, on June 23, 2026, during which Mr. Casley and two other men sustained gunshot injuries. Mr. Casley subsequently died.
The RSVGPF advises that the laying of charges represents an important step in the investigative and judicial process. All persons charged with criminal offences are presumed innocent unless and until proven guilty before a court of law. Mr. Phillips is expected to appear before the serious offences court to be arraigned.
Investigations into the circumstances surrounding the incident remain ongoing.
Anyone with information that may assist with the investigation is asked to contact Police Control at 457-1211, the Criminal Investigations Department/Major Crime Unit at 456-1810, or the nearest police station. Information provided will be handled confidentially.
The RSVGPF remains committed to pursuing investigations thoroughly and placing persons before the court where the evidence supports criminal charges.
