Israel Bruce, Minister of Agriculture speaking at a handing over ceremony on Tuesday focused on the deep relationship between St. Vincent and the Grenadines and Taiwan, the strategic importance of agriculture, and specific plans to use technology to combat farm theft.
Bruce emphasized that the ceremony was not merely about the “transfer of rice” but represented solidarity, compassion, and a shared vision for uplifting the people. He characterized Taiwan as a “true friend” that has stood by St. Vincent and the Grenadines through economic challenges, hurricanes, and volcanic eruptions. He noted that the donation of rice is symbolic, representing nourishment, resilience, and the reinforcement of bonds between the two nations.
The Minister highlighted that agriculture remains the “backbone” of the economy. He detailed specific collaborative projects with Taiwan, including:
The “Agricultural Productivity Recovery and Young Farmers Training Project”. Initiatives launched in 2023 for improving livestock rearing and vegetable cultivation management, valued at approximately 11 million Eastern Caribbean dollars. He stressed that these initiatives provide farmers with knowledge that “endures long after the harvest”.
A significant portion of Bruce’s speech addressed the issue of praedial larceny (the theft of crops and livestock). He shared an anecdote about a farmer in Marriaqua who lost months of labor overnight due to theft, noting the financial and emotional toll of such crimes.
Bruce proposed utilizing Taiwan’s world-renowned expertise in Information Technology. He expressed a desire to implement a “traceability system” where produce is digitally tagged from farm to market to deter thieves and ensure accountability. He stated that the government is exploring the installation of this technology to “stamp out praedial larceny” and “bring back the smiles to the faces of our farmers”.
Bruce outlined a national vision built on four interconnected pillars:
Agriculture: Ensuring food security.
Tourism: Showcasing natural beauty.
Services: Strengthening education and healthcare.
Information Technology: Transforming industries. He also mentioned the “Blue Economy” regarding the profitable exploitation of water resources.
He concluded his speech by using the local proverb, “One hand washes the other and together both are made clean,” to illustrate that cooperation is the path to strength. He reciprocated Taiwan’s extended hand and called for continued collaboration in areas like greenhouse production and sustainable practices.
