Stronger Legal Base Crucial for SVG’s Digital Service Delivery

RDTP Civil Registry and Unique Identification Legislative and Policy Review Workshop Held in SVG.

The Caribbean Digital Transformation Project (CARDTP) Civil Registry and Unique Identification Legislative and Policy Review Workshop was held today, January 28, 2026, at the conference room of the National Insurance Services (NIS) Building.

CARDTP is a World Bank–funded regional initiative being implemented in St. Vincent and the Grenadines, Dominica, Saint Lucia, and Grenada. The project seeks to modernize government services, expand digital access and skills, improve online public service delivery, and strengthen cybersecurity and digital infrastructure across the Eastern Caribbean.

The workshop brought together key regional and national stakeholders and focused on strengthening the legal and regulatory framework necessary to support the modernization of the civil registry and the implementation of a unique identification system in St. Vincent and the Grenadines.

Speaking at the workshop, Project/IT Officer, CARDTP SVG Omar Wyllie, PIU, said the initiative is aimed at ensuring that the country’s civil registry and identity systems are strong, secure, trusted, and fit for modern service delivery. He emphasized that the review of existing legislation and policies is a critical step in building resilient and reliable identity systems that can effectively support digital government services.

Dr. Clarence Henry, Acting Head of Regional Integration at the OECS Commission, described the workshop as an important milestone in St. Vincent and the Grenadines’ digital transformation journey.

He noted that the gathering was not only an opportunity to reflect on progress made, but also to reaffirm a collective commitment to building a modern, secure, and inclusive digital identification system—one that strengthens government institutions, empowers citizens, and positions St. Vincent and the Grenadines, along with the wider OECS community, to thrive in an increasingly competitive and digitally driven world.

CARDTP is a five-year Government of St. Vincent and the Grenadines initiative funded by the World Bank. The project has been active in the country for the past three years and is supported by funding of US$30 million, aimed at advancing digital transformation and enhancing public sector service delivery.
