According to a 2024 official letter sent to the members of the Caribbean Community – CARICOM – Haitian politician Werley Nortreus proposes a “Plan B” to find a solution to the current crisis in Haiti as gang violence and chaos have upgraded.
Nortreus, the founder and leader of an independent political party Jeunes Dirigeants Haïtiens Progressistes (JDHP) also writes in the letter that what’s currently going on in his home country comes from a lack of leadership as he also volunteers himself.
Former unelected Prime Minister Ariel Henry, who resigned not so long ago, has recently gone to Kenya to finish a reciprocal agreement with the Kenyan government to allow their police officers in a troubled Caribbean country to fight the gangs. The deployment was recently rejected by the High Court of Kenya and Kenyan opposition groups this year. Public opinion also revealed that large numbers of other Haitians and Kenyans also rejected that proposal which was approved by the United Nations Security Council and the Parliament of Kenya last year.
According to credible sources, Henry is currently in Puerto Rico under the surveillance of the Federal Bureau of Investigation (FBI) and other agencies. He cannot enter Port-au-Prince due to an airport blockade, violence, and gunfights across the capital. Ongoing shootings have also caused other members of his administration to be unable to enter the country. Previously, he was denied entry to some other countries after he visited Kenya.
In the official letter to CARICOM, Nortreus himself suggests plans B1 and B2 while seeking a response to the ongoing crisis. The simple plan B1 urges Haitian citizens to organize a simple election themselves so they can pick and decide who their next President, Prime Minister, and Ministers should be. The other simple plan, B2, urges the Haitian government and opposition groups to allow new faces to volunteer themselves in the consensus for the transitional period. Meanwhile, there are doubts among Haitians about the Presidential Council and the new Prime Minister proposed by the United States and CARICOM since decisions are made without them.
“I received updates from credible sources that former Prime Minister of Haiti, Dr. Ariel Henry, resigned not so long ago and he’s currently in Puerto Rico. I think my ‘Plan B’ should be adopted as soon as possible to solve the current crisis. I’ve also learned that a lot of Haitians and Kenyans also rejected the MSS mission, but I still think Haiti needs it. Honestly, I think what is happening is caused by a lack of leadership from current and previous administrations. In my official letter to CARICOM, I suggest simple plans B1 and B2 because I also believe that Haiti needs a Haitian solution while the international community cooperates with Haitians. My plan B urges Haitian citizens to organize a simple election themselves, or the Haitian government and opposition groups should add new faces to the consensus for the transitional period. It’ll be an honor for me to volunteer myself as a new face”, Haitian politician Nortreus says about the ongoing crisis in his home country and his official letter to CARICOM.
The country has been in a state of emergency since when G9, the most-feared gang, began a revolution in the capital to capture the police chief, and ministers, and prevent Henry’s return. Ongoing protests by opposition groups in the country and abroad demand CARICOM and the United States to let Haitians decide who their next leaders should be. Last year, the Haitian government said they would amend the current constitution, set up security, and organize a general election but none of those plans have succeeded yet. It’s unclear if the next leaders will continue those plans.
It’s not yet clear what will happen next or who will replace Henry and his administration while the United States and CARICOM proposed a Presidential Council with a new PM to lead toward free and fair elections. Each opposition group has proposed a leader for the upcoming government, but there are disagreements between them. Nortreus states that his ‘Plan B’ should be adopted as soon as possible.
Due to disagreements and the inability to find new leaders among opposition groups along with the international community for the installation, Nortreus proposes his “Plan B” to CARICOM and looks forward to solving the current crisis while the international community cooperates with Haitians. He also says what is happening now is caused by a lack of leadership.
